I ant yellow hair like lady gaga's but I have dark skin?

Manic Panic is good if your hair is already light. The only bad thing about coloring your hair yellow is that you will have to use bleach in some form. The darker the hair, the harder it is to lift it to a lighter level. There is no real way for you to do semi permanent going from dark to light. I would say get a wig/ hair piece, or they have add ins that you can fuse in with your straightener. If you really want to do it, then I would bleach your hair and then add manic panic. Good luck and be so careful as to not burn your hair.
